I made a complaint to AmEx and sent a documented complaint to ETA General. AmEx suspended the charge immediately and concluded the investigation within 30 days. I got a refund for the whole amount.

Meanwhile, ETA General responded by saying they are taking legal action against the shopkeeper for tarnishing their image (refer to point 5 in the letter).

I was right, and I was determined. It paid off.

I now had the AC and my money. The shopkeeper came down, apologized, collected the AC, paid for my wall repair, paid an extra 5k for the inconvenience, and left. It was a harrowing experience, but I had the last laugh.
