The only restriction is that in some lobby’s there can’t be more than 16 players online, because Xbox 360 and ps3 consoles don’t support it.
So yes, it is possible and not that difficult to implement, but Sony and Microsoft don’t want that to happen, due to the console war that’s going on. Therefore the gamers are screwed basically.
Some games allow inter-platform play, such as Fortnite. However, GTA Online does not support this feature.

In overall I would go with GTA 4 in case my intention is to enjoy a game.
GTA 5 has more biodiversity (GTA 4 has only homo sapiens), more precise graphics and display, has more activity BUT

Driving a car is more realistic.

The police covers each other when one of them is wounded, 1 or 2 of them try to take the wounded one into a cover. In GTA 5? They are ignorants.

All of the platforms are separate. Xbox 360, PS3, Xbox One, PS4, and PC are all 5 separate groups. PC players can not play GTA Online with Xbox One players or any other combination.
However, you can all link your account to the Rockstar Social Club. I have the game on different platforms, so I can look at my stats online for PS4 and then click a drop-down box to look at my Xbox One stats.
When you join a crew, your whole Social Club account joins the crew, so Tim@Xbox and Tim@PS are in the same crew, but they don’t see each other in the game and can’t play together. They get the exact custom emblem and colors, but the character and all their stuff are separate.
It used to be that you could transfer your account from an older platform to a newer platform, but they ended that a while ago. Even if you have the game on both Xbox and PC, you can’t send money, experience points, or anything between them, let alone play together.
So the crew thing is all the overlap there is now.
As of this writing (July 2019, 2 years after this question was asked), if you want to play together with your friends, I would say you should get an Xbox One to play with them rather than them getting a gaming PC to play with you. PC is vulnerable to people modifying the game.
Rockstar does do bans, but they don’t detect all the cheaters. With Xbox One, they’ve improved the console a few times so that you can get the first model Xbox One discounted significantly nowadays if you don’t care about the faster newer model.
