It’s on the vehicle that will be delivering it. I take it to mean it is on the delivery vehicle to your home. But that’s just me. Track it, and usually, you can see it by the info. shown, whether it has been to the p.o., yet. With USPS, Out for delivery means it is being delivered to your home.
It has already been to the p.o., and is now on your mail truck, on the route of that mail person. So, if your mail comes around 2:00, you can expect it then. I find tracking to be the best tool for figuring delivery times.
Your prized purchase is now on the truck that brings it to your home. Workplaces get priority for daytime delivery while home residences usually get their delivery in the evening hours.
in English, this would mean that the box or envelope is in a vehicle owned by FedEx and will at some point in the near future be delivered to your home or office. There is no moment by moment tracking of packages by FedEx – this is as granular as it gets.
Since none of us can translate the bar code by a sight that is being used for tracking the package, we can all read a statement in plain English. Translation: the package is on the delivery truck en route to its destination. Say you FedEx a package from Los Angeles to London. The package transported by plane for express delivery. That statement won’t appear until it’s on the final leg of the journey even though it has been on many vehicles prior.

If you take the statement at face value, you know you wouldn’t see a brown truck with yellow letters delivering the package. (Don’t know whether you have noticed that Amazon has the same theme as UPS; both are brown trucks with yellow letters). US Postal has so much to learn from these companies. There are also so many private mom and pop delivery companies popped up everywhere.
Can you track a package on FedEx or UPS beyond the “on vehicle for delivery” status?
Packages aren’t scanned to a particular package delivery vehicle; they are taken off a loading belt and placed directly in the vehicle. In fact, the “out for delivery” scan placed on UPS packages in most cases happens as the package is UNLOADED from the trailer which brought it to the destination facility.
This can present a problem as if that package’s progress through the sorting facility to the delivering vehicle is interrupted before it arrives, the tracking info will say, “On vehicle out for delivery”, when in fact it hasn’t even left the building!
For the poor driver, they often must deal with frustrated, irate customers expecting their package, especially if the driver is unaware that package is not on their vehicle before they pull up in front of the consignee’s address, as those packages scanned while being unloaded also show up in his delivery manifest; they can be cleared of a scan is placed on the package while it is at the facility (and the online tracking info will let the customer know the package did not leave the facility), but too often this does not happen.
Making It so that packages are scanned as they are being loaded onto the actual delivery vehicle at this time is viewed as too cumbersome and impractical; among other things, it could severely slow down the loader, who has to load the trucks quickly. UPS has been trying various possible solutions to fix this, however.
UPDATE
Since I have submitted this answer, UPS has introduced a new service available to users of its “UPS MyChoice” program that does allow for tracking a package that is out for delivery on a UPS vehicle. With the service, UPS MyChoice users are able to track UPS Air service level packages, eg UPS Next Day Air; UPS 2nd Day Air, UPS 2nd Day Air A.M., UPS Next Day Early A.M., etc.

What does the Tri-state Area Mean?
The caveat with all of this is in my answer above, in that packages are still not scanned to the car, and so a package that should be with a particular driver may not be.
This is less common with UPS Next Day packages, and often management may meet the driver on-road to retrieve the package if it is discovered to be on the wrong driver, but misloading of UPS Air packages does happen, and they aren’t always retrieved from the wrong car during the day.
However, as soon as driver finds a package on their car that should not be, they are supposed to put a scan on the package with their DIAD (handheld computer) which alerts management and dispatch that the package is not on the correct car. In theory, at this time the package will have been scanned to a particular car and should be able to be tracked by a customer, although the package may be a bit ways from them.
However, most misloads happen when a loader walks a package into the wrong car that belongs in a neighboring car that the loader is also responsible for loading.
Since cars delivered in the same general area are loader together by one loader, specifically because of the potential for misloads, service may still be attempted on that package, and someone awaiting the arrival of that package should be able to track the location of the package in the area, perhaps attempting to intercept the driver with the package.

2ND UPDATE**
It was recently announced that UPS has begun testing a system whereby loaders will scan each package as they load them onto delivery cars. The main purpose of this system is to lessen the number of “misloads” a loader may make each day, which is when they put a package on the wrong delivery car.
The system will give a warning beep indicating the package has not been accepted to the load because it is being loaded on the wrong car, which should cause the loader to check the package and verify the package belongs to the car. Even if the loader ignores the warning beep and loads the package anyway, the scan placed on it will let supervisors and others know on which car the package is on, if it needs to be retrieved.
This is a new development; right now it is only being tested in three markets (the one I serve isn’t one of them). There hasn’t been announced an upgraded service allowing consignees to track any package, but the infrastructure is now being put into place. If such a service is offered, it will probably be made a part of the suite of benefits offered to UPS MyChoice customers.

Fed ex is separate from the post office so if your tracking report says on vechicle for delivery then it should be coming to your house that day. If you don’t recieve it by a reasonable time call the FedEx number and after giving them your tracking number you would explain that you still haven’t received your package and a re trying to locate.

For FedEx, that service is called “Smartpost”, and for UPS it is called “Surepost”. And your tracking number would indicate what service is being used for your package.
How both those services work is that you would drop-off or have your Smartpost or Surepost package picked up by the respective service providers. Those packages are taken to their hubs, where they are put on trailers and taken to 25 strategically positioned USPS hubs that are closest to your residence. From there, USPS provides the last leg of delivery directly to your door.
Since none of us can decipher the standardized tag by a sight that is being utilized for following the bundle, we can all read an announcement in plain English. Interpretation:
the bundle is on the conveyance truck in transit to its goal. Let’s assume you FedEx a bundle from Los Angeles to London. The bundle transported via plane for expedited service. That announcement won’t show up until it’s on the last leg of the excursion despite the fact that it has been on numerous vehicles earlier.
For FedEx and most likely UPS, This means the driver of a delivery vehicle has scanned the package bar code, signaling the package is being loaded on to the vehicle and will be delivered that day. However, there could be situations that prevent delivery, such as not finding the address, etc.
In such cases, the package could be returned to the hub for delivery the next day. If that happens, the driver will scan the package back into the system as back at a “facility.” The next day a new driver will load the package into his truck and the package will again show up as “on vehicle for delivery.”
If the sender told FEDEX to send it to the post office, then that’s where it’s en route to. Once it is delivered to the post office, then FEDEX is done with it and will show that it has been delivered. It is then the responsibility of the post office to deliver it to you.
